Counties in Pennsylvania’s Northern Tier wanted to update their 911 telephony systems to take advantage of new functionality that could enhance public safety. The challenge was how to do this within fixed and declining budgets.
MCM Consulting Group, Inc. (MCM) recommended that they explore the feasibility of a regional Next Gen 911 capable telephony and emergency services IP network (ESInet) project. MCM successfully designed and project managed a Next Gen 911 geo-diverse 911 telephony system for 10 counties in Pennsylvania’s Northern Tier. The fiber ESInet is capable of providing transport and connectivity for systems, including: computer-aided dispatch, graphical information systems, radio interoperability, and emergency management functions, including interfacing with a statewide ESInet.
MCM also drafted and received approval for the intergovernmental agreement that governs this system, as well as wrote the policies and procedures the counties use to operate the system.
This project brought 10 counties together to improve operational efficiencies, increase survivability of their systems and networks, and reduce capital costs by $2,100,514.28, annual maintenance costs by $261,741.03 and monthly network costs by $160,781.52.
