The South Central Mountain Regional Task Force (SCMRTF), under guidance of the U.S. Department of Homeland Security, required a means of evaluating their current response concepts, plans, and capabilities in the event of a mass casualty incident (MCI).
To best analyze the SCMRTF’s response to an actual MCI, MCM Consulting Group, Inc. (MCM) helped create, stage and execute an extensive Homeland Security Exercise and Evaluation Program (HSEEP) complaint exercise. This included a large-scale functional exercise, with over 150 participants, role-playing in a train wreck/chemical spill scenario.
This all-day event took place across the entire South Central Mountain Region, and required the simultaneous coordination of 17 separate organizations.
By creating a realistic event in which participants could engage, MCM was able to help accurately evaluate three core capabilities: on-site incident management, communications and medical surge.
After completing the exercise, not only was the SCMRTF able to evaluate their overall preparedness for a MCI, they were able to identify any gaps in their response. Identifying these gaps was paramount in the region’s ability to create better, safer, more efficient policies, plans, and procedures.
