Threat and Hazard Identification and Risk Assessment (THIRA) Planning

MCM Consulting Group, Inc. (MCM) will conduct a threat and hazard identification and risk assessment (THIRA) for your county, region, or task force.

THIRAs are conducted in accordance with the Federal Emergency Management Agency’s (FEMA) Comprehensive Preparedness Guide (CPG) 201 and/or guidance from regional and state administrative agencies.

We review your capabilities in respect to the thirty-two (32) core capabilities as provided by FEMA. Levels of capability, as well as gaps in capability are identified and recorded in the THIRA documentation.

The completed THIRA is a useful tool for adopting FEMA’s Community Lifelines Toolkit 2.0 and identifying needed planning, organization, equipment, training, and exercise projects.

Participation in the THIRA may also be necessary for the use of certain grant funding, including EMPG and HSGP.

County and Municipal Flood Study

MCM Consulting Group, Inc. provides a comprehensive flood study program for local governments.

This study and report combine local rain fall and precipitation information as well as past flooding, flash flooding, and ice jam flooding events to provide a qualitative and quantitative analysis of flood risk and vulnerability for a community, jurisdiction, or county.

The comprehensive flood study program offers scenarios developed in the Federal Emergency Management Agency’s (FEMA) HAZUS software as an analysis tool to determine risks and inundation for census tracts and at a full county level.

The program allows for mitigation planning related to flood events and provides recommendations for local governments, communities, and jurisdictions.

High Hazard Potential Dam Planning

MCM Consulting Group, Inc. (MCM) specializes in comprehensive high hazard potential dam (HHPD) risk analysis and mitigation reporting.

MCM will inventory and provide a list of HHPD’s by name, identification number, location by jurisdiction, and other relevant information.

Each HHPD will be identified on a topographical map to assist with the identification of vulnerable areas and populations at risk (PAR) downstream from the dam.

The report will include a vulnerability assessment section and a mitigation strategy section that identifies actions and projects to decrease the impact of a HHPD failure.

The comprehensive HHPD report will be useful to county and municipalities for future hazard mitigation planning.
